The Water Park ward is made up of the parishes of South Cerney,Siddington,Somerford Keynes,Preston and Poole Keynes. The area is well known for its close connection to Cotswold Water Park, the largest of its kind in the UK,which attracts many visitors, and is at the same time home to many residents. The area also has a growing business community as well as placing higher demands on housing and other amenities. It has a total of 4,672 electors and contributes three members to the Cotswold District Council.
The ward has a strong history of Liberal Democrat representation, especially in 2003 where the Liberal Democrats won two of the three seats available. In March 2008 Liberal Democrat Peter Clarke won a by-election seat from the Conservatives with a 55% share of the vote, and in 2009 when Councillor Peter Clarke had to stand down due to ill health,Liberal Democrat Esmond Jenkins held the seat with 72 percent of the vote.
The Party gained another seat at the CDC elections in May 2011 and now has two strong councillors representing the ward. First there is Councillor Esmond Jenkins, who has worked tirelessly to uncover wrong-d0ing,incompetence and the scandal of questionable business activities in the area. The second councillor is Juliet Layton who lives in South Cerney. Finally, the team is joined by Mike Evemy,a very experienced councillor and former parliamentary candidate who lives in Cerney Wick.
