By Cotswolds LibDems, on March 15th, 2012 Residents in the beautiful village of Cowley are extremely upset at the construction of a contemporary house with a zinc roof. This dominates the skyline on the rear aspect and can be seen most noticeably from the area near the village war memorial. Jane Edwards, local resident and Lib Dem campaigner, says “This design aspect is totally out of character with the area”.

Jane met with fellow resident Ray Goodwin who is proud to live in this village with its mellow stone cottages and Cotswold tiled roofs. He is seriously concerned that this building has been allowed to develop in its current form, raising questions about the planning process at Cotswold District Council.
This development has been labelled ‘The Cowley Cowshed’ with its massive lean-to zinc metal roof. Ray comments “This is a traditional Cotswold village with a proud history.” After speaking to planners at CDC, Ray has been told that, “we have to wait until this is finished before anything can be done’’.
The Original plans were submitted in 2002 for a studio and craft centre and residents say they were unaware of significant changes. Nigel Robbins, local campaigner, agrees with Ray that this is an eyesore which really does spoil the village and looks like an industrial or farm outbuilding; He says “It may well be acceptable on an industrial estate or farm complex but not here. Let’s hope common sense prevails and a solution based outcome can be achieved to help reduce the impact of this totally inappropriate design.”
Jane is hoping that planners acknowledge that a mistake has been made. “We all appreciate both traditional and contemporary design but in this case the rear elevation was ill conceived. A good example of the Emperor’s new
Clothes.” says Jane. Let’s hope that Cotswold District Council and the Parish Council can come to
some agreement on minimising the impact of this new building in a Traditional cotswold village. This issue has been followed in the national press; more information can be found by searching the internet for ‘daily mail cowley cowshed’.

‘I would like to thank everyone who voted in the recent election and especially those who supported me personally. Although not elected, I feel very pleased and encouraged to have received so many votes from the community.

Our summer has been filled with many wonderful local events I visited the Elkstone Open Garden Day – it was truly magnificent so many gardens open, all very different, scrumptious teas, ice creams music and lots to do for the children. So much work must have gone into this event. Congratulations to all involved. The Duntisbournes have The Village Flower and Produce Show on Sat September 3rd. I used to be involved when my children were young and it is so good to see the event being revived again. I gather there has been a great interest .
The Valley Arts Summer exhibition is another ‘must see’ August bank holiday weekend 27th --29th Daglingworth Village hall.
Bus Update:
At a recent consultation meeting I put forward the views of many concerned residents. Although appreciating these are challenging times we must retain our vital services through the villages.
The proposals have now been looked at by the County Council and the 852 bus from Cirencester to Gloucester via the villages will stay. This is brilliant news. The position regarding the 232 and 23 services that run on a Monday and Thursday to Cheltenham look less clear it is proposed that the 232 will no longer run on a Monday but will be merged with the 23 service on a Thursday. We await further news.
Community Safety Speed Watch.
Community Speed Watch is a first for the Cotswolds
Following concerns from residents at the last North Cirencester Area Neighbourhood Co-ordination meeting held at Daglingworth. Our area has been chosen to pilot a new initiative targeted at cutting speed on our roads. ‘Community Speed Watch’ has just been set up in the villages between Cirencester and Cheltenham and is based on a successful model already being used in Norfolk.
Jane Edwards attended the first meeting of the initiative with parish councillors and residents, at Elkstone village Hall “It’s a project which has been set up by the police and the community in an effort to tackle the common complaint of speeding traffic through our villages. The pilot is all about teams of volunteers, with their Parish Council support, being trained to use radar speed monitoring equipment. Volunteers will carry out speed checks using signs which display a driver’s speed. The main aim is to educate drivers about their speed in the areas where the limit is lower than 30mph or 40 mph and to raise awareness of road safety in our villages’’.
Many parts of Ermin Ward have lower speed limits (e.g. Winstone Daglingworth Duntisbournes. Elkstone Cowley Brimpsfield .) The meeting felt it was important that this initiative will operate alongside existing current Police speed checks where the speed limit is higher.

Cars are driving along the outside lane then cutting in, especially on Monday mornings and Friday afternoons.
Local campaigner Jane Edwards from Duntisbourne Leer says, ‘’The ongoing traffic problems remain unsolved; they create a huge knock-on effect for our villages, especially Winstone, Syde and Elkstone. Cars come off the dual carriageway to avoid the jams and use our villages as a ‘rat run’, often travelling at high speeds through the lanes.”
“In Elkstone residents take their lives in their hands if they try to return home in the opposite direction to the long stream of cars coming the other way.”
Now, Jane has written to the Highways Agency to see if they can trial some ‘traffic management’ measures at the ‘Nettleton Bottom’ Roundabout to better regulate the flow of traffic. We will keep you up to date as news emerges.

Our PCSO’s are doing a superb job and are regularly monitoring the speed of motorists using the ‘Rat Runs’ in our villages. Jane Edwards says, “I was fortunate to accompany PCSO Andrea Shutt on a hand-held speed gun check in Elkstone. Most motorists were within the speed limit but some were well over.” “The PCSO’s also attend the regular Gloucestershire Constabulary Neighbourhood Co-Ordination meetings. Residents are able to voice their concerns and opinions. It’s an excellent arena for people to come together and the next one is on 6 April 2011 at Birdlip Village Hall, 7.30pm.”Jane says, “I have made a point on Friday afternoons of being in the roads where we have passing place issues. By Cotswolds LibDems, on February 22nd, 2011 After presenting a petition to the Parish Council, for further passing places in ‘The Loop Road’ between the villages of Duntisbourne Leer and Duntisbourne Abbots, residents are encouraged by positive news.
Jane Edwards says, “The Parish Council Chairman and a representative from Highways have met and agreed to the creation of two new passing places. They hope to include this road improvement project in the budget for April.”
“This will help enormously with the problem of cars and buses having nowhere to reverse and also improving the safety of pedestrians.”
By Cotswolds LibDems, on February 14th, 2011 Our villages have been blighted by rubbish as the area suffers from higher levels of littering.
Many of you have been concerned about the state of verges and about rubbish thrown along the roads and along the A417.
Now, Jane Edwards has taken action and has picked up some of the offending items. Jane says, “In just a short while I picked up 40 cans, as well as a sack full of plastic bottles and wrappers dumped or thrown out of car windows.”
Jane added, “The only way to deal with the litter problem is to get out there and pick it up to make our environment better. If anyone else is interested in doing this, please give me a shout!”Latest figures show that the Cotswolds are becoming a dumping ground for rubbish as the area suffers record levels of fly-tipping.
